Stepping up to assist Texans still recovering from Winter Storm Uri

Public hearings on Gov. Abbott’s ERCOT are done for now, and as much as our governor tries to escape blame, Texans know he’s responsible for our state’s horrible preparation and response to Winter Storm Uri.

The winter storm was brutal for all across Texas, but once again, Black and Latino families endured the worst of Gov. Abbott’s incompetence, with many still struggling through hardship right now as a result.

In response, TOP has teamed up on the ground with partners Houston, Dallas, and San Antonio to ensure our communities continue to receive the resources they need to recover, including clean water, food, and some immediate direct cash assistance for relief.

Our state lawmakers need to hear from us. Submit your winter storm story!

This Thursday, February 25, the Texas House of Representatives will hold a public hearing in Austin to address ERCOT’s lack of preparedness for this winter storm, but Gov. Abbott doesn’t want to testify about his administration’s failures that led to power outages and impacted water supplies across the state. To make matters worse, only invited guests will be allowed to speak.

TOP and our allies want to make sure these legislators know how the freezing temperatures, power outages, and water shortages have impacted you and your family. So we’re inviting you to share your written and video testimony as we demand answers for Texans.

Providing critical aid to Black and Latino Texans hit hard by Winter Storm Uri

Gov. Abbott and state government officials have failed us once again, this time through their complete lack of preparation leading up to and gross negligence during Winter Storm Uri’s tear through Texas last week. TOP is now working to make sure our communities are getting ample resources to recover, as we hold Abbott accountable for choosing deregulation and corporate profits over our lives.

Since last week, TOP has made nearly 5,000 calls to our members and supporters across the state in partnership with the Movement for Black Lives to complete wellness checks and provide some direct cash assistance for immediate relief. Our staff has also been on the ground in Houston, Dallas, and San Antonio assisting with mutual aid fund efforts to make sure our communities’ most vulnerable have adequate shelter, water, and food. No matter the challenge, we’re here for making sure our Black and Latino communities recover from this mess to the fullest extent.

To help TOP and our statewide partners widen our reach to help more families in dire need, make a donation to the Power Up Texas Fund.

Also, it was announced today that 31 more Texas counties have been added to the federal major disaster declaration. That’s in addition to the 77 counties approved late last week. Learn more here how you can apply for disaster relief from FEMA.

This winter storm was brutal for all Texans affected, but even more so for low-income and Black and Latino communities already marginalized by Gov. Abbott and his right-wing allies. These are households that have been struggling to make ends meet because of Abbott’s failed pandemic response that has left many financially struggling.

As the overseer of the Public Utility Commission of Texas and ERCOT (Energy Reliability Council of Texas), Abbott must take full responsibility and answer for this failure that has since caused millions to suffer and has already cost the lives of dozens.

Fighting for the rights of tenants in Harris County

No one should be facing eviction in the middle of a pandemic. Housing is a human right. Since last March, even with the CDC eviction moratorium in place and having been extended, there have been THOUSANDS of evictions filed in the City of Houston.

The CDC moratorium failed to protect the majority of these residents. Houston renters must come together and demand the swift, bold relief we need. We believe all deserve an affordable and safe place to call home.

That’s why our Housing Justice campaign this past weekend was engaging with apartment tenants in the Cypress Station area of Harris County to hear their concerns and let them know of their rights!

Police accountability will officially be on the ballot in San Antonio

San Antonians have spoken and they’re calling for more police accountability in our communities. After months of petitioning across the city, the San Antonio City Clerk’s office last week verified that our ally Fix SAPD gathered the petition signatures needed to get the repeal of Texas Local Government Code Chapter 174 on the ballot for this May’s municipal election!

Because of the longtime existence of Texas Local Government Code Chapters 174 and 143, it’s nearly impossible to hold bad police officers and the institutions that enable them accountable for their actions.

That’s why TOP is supporting Fix SAPD in this effort, because to make true public safety a reality in our communities, we need to get rid of barriers that shield problematic police officers and their misconduct.

We won’t be intimidated by seditious white supremacists

What President Trump and his Republican enablers like Senator Ted Cruz incited last week in Washington was full-on white nationalist violence. Unwilling to accept the fact he lost a fair election, Trump ramped up his demagoguery to dangerous new heights Wednesday, incited an attempted far-right coup, and as a result, must be removed from office.

TOP also demands Ted Cruz’s resignation for adamantly defending the president’s baseless and dangerous claims that the 2020 general election was stolen, helping set the table for that day’s disgusting display of white supremacy in action.

To see a violent horde of white men storm through the halls of the U.S. Capitol in an effort to overturn the will of voters should sicken every American and send chills down our spines. We also must recognize the racist double standard: had this been a predominantly Black or Latino group demonstrating for an actual just cause, law enforcement would have shot rubber bullets, tackled dozens to the ground, and forcibly started making arrests before they even approached the steps of Capitol Hill.

From his corruption, to his incompetence, to his cruelty, the nightmare that has been Trump’s presidency cannot end soon enough. We demand full accountability for all who incited last week’s violence and nothing less.

A step closer to the police accountability we need in San Antonio

After months of conversations with thousands of San Antonio residents, we’re happy to report that our ally Fix SAPD presented more than 20,000 petition signatures to repeal Texas Local Government Code Chapter 174 to the San Antonio City Clerk’s office Friday. We’re now one step closer to getting it on the ballot this May and increasing police accountability in San Antonio!

Because of the longtime existence of Texas Local Government Code Chapters 174 and 143, it’s nearly impossible to hold bad police officers accountable for their actions.

That’s why TOP is supporting Fix SAPD in this effort, because to make true public safety a reality in our communities, we need to get rid of barriers that shield problematic police officers and their misconduct.

The city clerk now has 20 business days to verify petition signatures. If the validated signatures meet the threshold, then the item will be on the February 11, 2021, San Antonio City Council Agenda. From there, Council will vote to place the item on May’s ballot.

Cultivating powerful women of color who are ready to lead and serve

TOP is proud to kick off our 3rd (Dallas) and 4th (Harris) Cohorts of our Boards and Commissions Leadership Institute (BCLI)!

BCLI trains and supports women of color who are eager to serve on local boards and commissions to become fierce and effective advocates for their communities. The program begins with an intensive six-month training that provides participants with a framework to analyze issues of equity in the city of Dallas through the lens of race and class. As leaders in their organizations, participants work toward fair policy for all.

This year, we have participants representing Baytown Ganders Black Alumni Group, Mi Familia Vota, Positive Women’s Network-USA — Greater Houston Area, SAFE Diversity Communities, SEIU TX, Texas Advocates for Justice / Grassroots Leadership, TOP, and more. This cohort will meet online in English and Spanish.

We’re proud to announce the endorsed candidates TOP and TOP PAC will be pushing to the 1.6 million voters of color we are engaging this cycle, the new voices of Texas who will make the difference in flipping the state. TOP members screened more than 40 candidates this year, including during the primaries, in six counties across Texas. The endorsements were earned by candidates who have shown a commitment to centering the concerns and issues of Black and Latino communities, and who will fight with us to deliver policy changes that will improve our lives.

In this political moment, when our communities are hurting and putting their lives on the line because they’re frontline workers and are on the streets fighting for justice, our leaders felt the need to lean in on the issues that matter. Our leaders fully understand the challenges of passing more progressive legislation and want to stand behind elected leaders who will share our values on key issues and commit to figuring out how they use their office to move us closer to systemic policy shifts. We are ready to fight to elect the candidates who will fight with us. Then, once they’re elected, we’ll keep pushing them to deliver.

For 10 years, TOP has worked to grow the electorate in Texas by engaging Black and Latino voters with little or no history in voting. And for the first time in decades, Texas is a battleground state. Already, our program has sent more than one million texts and called more than 900,000 voters. We’re not just trying to win an election; we’re building a movement. This is how we’re building our power. This is how we’re going to change Texas to work for us.

TOP and Black Citizenship in Action this Saturday will present “When is Juneteenth: Are we really free?,” a safe space for Black people in Texas. This event will allow Black people from across the state to come together to discuss our citizenship identity in America.

At 11 a.m. Saturday on TOP’s Facebook page, we will broadcast a panel discussion covering past and current events impacting Black citizens and how we organize our communities moving forward.
